【工作坊內容摘要】

The Pantawid Pamilyang Pilipino Program (4Ps), loosely translated as Bridging Program for Filipino Families, is the Philippines’ social protection program which is aimed at improving the lives of the poorest of the poor. Through cash subsidies, 4Ps seeks to alleviate the immediate needs of the poor and break the intergenerational cycle of poverty by investing on health and education. This paper examines the conditional cash transfer program called 4Ps by exploring its philosophical (and moral) justifications as part of the Philippine government’s effort to alleviate poverty in the country. The paper argues that the conditionalities of the 4Ps program are practically necessary and socially just. The reasons are threefold: 1) the Philippines is a poor country with limited material resources which have to be used efficiently and effectively; 2) the conditionalities eschew perceptions of 4Ps as mere dole outs; and 3) rather than harming the autonomy of the household beneficiaries, the conditionalities enable them to exercise their autonomy, more responsibly.

「菲律賓家庭橋接計畫」（Pantawid Pamilyang Pilipino Program，簡稱 4Ps）是菲律賓政府推動的社會保障計畫，旨在改善「極端貧困家庭」的生活狀況。透過現金補助，4Ps 不僅協助貧困家庭滿足即時需求，更期望藉由對健康與教育的投入，打破貧窮的代際循環。
本工作坊將帶同學探討這項附帶條件的現金補助計畫（4Ps），並分析其在菲律賓政府減貧政策中所具備的哲學與道德正當性。研究主張，4Ps 計畫中的「附帶條件」在實際層面上是必要的，並且在社會上是公正的。理由主要有三點：
（1）菲律賓是一個資源有限的貧窮國家，必須有效率且有效能地運用資源；
（2）附帶條件能避免社會將 4Ps 視為單純的「施捨」；
（3）這些條件不僅沒有損害受惠家庭的自主性，反而促使他們能更有責任地行使自主權。
